Bump instance count

This bumps the instance count to 2 instead of 1; In particular this should be safe now that the haproxy caching layer is not going to interfere.. if ESM is found to be inconsistent between the two instances ( due to how it builds packages and serves them or similar application level stuff ) it can be rolled back if required.
